Laptop Lunacy in the Land of Lincoln

Hey, it's the new year, let's make a big proposal, says IL Lt. Governor Pat Quinn and Ted Gibbs, the policy wonk who dug up this gem: Every 7th-grader in Illinois should get a laptop. Who cares that Maine and the other places that have tried giving laptops to everyone are still waiting for their big learning increases? It helps pass the time.
