Tutoring and Teachers' Contracts in NYC

What a mess. By building tutoring into the teachers' contract, NYC chanceller Joel Klein has gotten himself into all sorts of trouble -- not giving enough tutoring to low-performing kids while giving extra tutoring to kids who need it less -- in order to appease the UFT.
