Which Is Harder? Closing A School or "Consolidating" A School District?

Urban districts think they've got it tough when they have to decide on school closings and face an unhappy public. It's not much easier when it's time to change school district boundaries.

"Consolidation" is the polite term, but to parents and kids who are about to have to change schools and lose their community identity, it's more like a death in the family.
