School systems across the Washington area are adding foreign language classes in elementary grades in a response to a call from government and business leaders who say the country needs more bilingual speakers to stay competitive.

L.A. Mayor's Stass Makes Changes to Protect School Reform Plan
The new version addresses key criticisms, but officials with the Los Angeles Unified School District were decidedly unmoved. State lawmakers are to take up the bill next week.
